Twenty-two times in the next three chapters the term "covenant" appears. At least 10 times it refers to a new covenant. Three things I want you to see in these passages. The Conferring of the New Covenant. The Characteristics of the New Covenant (Heb. 9:2-14) and The Completion of the New Covenant (Heb. 9:15-ff).
