There are rip-offs going on all the time.  There is no place you can go in this world to get away from this reality. Charitable rip-offs are no different. Even in the days of the Apostle Paul, men were ripping off the saints. False teachers were coming into the early church with false claims and made appeals for money.  They were asking the people to sacrifice big time and then they used the funds to consume it upon their own lusts.Paul was keenly aware of this problem, but he did not back off from collecting for the needy or collecting funds for the operation of the local church.  What Paul did give were principles or safeguards for the saints to help prevent the wickedness of mankind to slipping into the local assemblies and rip-off the good intentions of the believers.
